Welcome. The Uptown Community Planning Group serves as an advisory body to the City of San Diego. UpCPG is the recognized community planning group for Bankers Hill / Park West, Hillcrest, Medical Complex, Middletown, Mission Hills, and a portion of University Heights. We advise on land-use, development, and discretionary projects within these neighborhoods, and provide a platform for public discussion and engagement on planning matters that affect the community.
When the sun goes down, Hillcrest doesn’t slow—it shifts. Neon lights, packed patios, late-night conversations, and a constant pulse of movement define this part of Uptown.
Framed by skyline views and Balboa Park, Bankers Hill blends modern living with historic depth. Clean architecture sits beside legacy buildings, creating a neighborhood that feels intentional and elevated. Wide streets, canyon edges, and sightlines to the bay give it a sense of openness that’s rare this close to downtown.
Mission Hills is defined by its quiet confidence. Walkable streets, independent shops, and spaces like this storefront reflect a neighborhood built on character, not noise. There’s a rhythm here—morning coffee spots, long-standing businesses, and homes that have evolved without losing their identity.
Middletown is raw, evolving, and real. Industrial edges, residential pockets, and constant movement give it a layered identity. It sits at a crossroads—between downtown, the waterfront, and Uptown—which gives it a sense of transition and opportunity.
The Medical Complex is one of Uptown’s defining anchors. It brings purpose, scale, and daily movement—serving not just the neighborhood, but the entire region.
University Heights carries a creative current. Bike lanes, neighborhood-serving businesses, open streets, and active corridors show how mobility and community life meet.
